In 2009, the Government of the People's Republic of Bangladesh passed the Consumer Protection Act 2009, which was widely welcomed by the people, as Act No. 28 in the Grand Parliament. The protection and development of consumer rights under this Act is an authority program of the government. 
Under this Act, the National Department of Consumer Protection was established in 2009 as a Quasi Judiciary. The Department of Consumer Protection is playing an important role in the implementation of this Act at the field level. As a people-friendly organization, the department is always striving to ensure transparency and accountability. 
The protection and development of consumer rights under this Act is an authority program of the government. Since its inception, the department has been conducting regular market surveillance activities to remedy and prevent anti-consumer rights activities. Through these activities, anti-consumer activities and crime are being suppressed as well as increasing public awareness and preventing adulteration and playing an important role in protecting public health. 
In case of purchase of any product or service, the deceived consumer can lodge a complaint with this department under section 6 (1) of the Act. If the crime is proved on the basis of the complaint, 25 per cent of the fine collected in the administrative system is immediately paid to the complainant.
